Local fleets operated by sector or planetary governments are considerably less well-funded than the navies of galaxy-spanning governments. They tend to have second-hand or obsolete ships in service, such as bulk cruisers or stripped-down cruisers (similar to the Rebels' assault frigates, which are modified Dreadnaughts) and older or locally-produced starfighters. Fortunately, they generally don't need to have a substantial military force to patrol their territories and defend against the occasional pirate raid and to make smugglers and shipjackers reconsider operating anywhere within range of their turbolasers.

Nevertheless, these fleets can find themselves in heavy combat: Sometimes a war shows up where not expected; sometimes a diplomatic incident leads to open hostilities between neighboring worlds; and sometimes the navy will draft these local forces into service out of need (or desperation).
